TRREB submitted pre-budget recommendations for 2026 to municipalities and regions across the Greater Toronto Area (GTA) and Simcoe, including Toronto, Peel Region, York Region, Brampton, Mississauga, Richmond Hill, Markham, Vaughan, Newmarket, Simcoe County, and Barrie.
These submissions draw on TRREB’s extensive market expertise to address the ongoing housing supply and affordability challenges. They emphasize bold, streamlined policies to accelerate housing delivery, reduce barriers for builders and buyers, and support attainable homeownership for first-time buyers, individuals and families.
Key priorities include:
- Reducing Development Charges (DCs): Advocating for meaningful reductions or freezes in DCs and other fees to lower costs, making new homes more affordable and incentivizing faster construction.
- Granting multiplexes as-of-right: Supporting permissions for gentle density housing forms like duplexes, triplexes, fourplexes, and additional residential units without lengthy rezoning processes, to unlock underutilized lots and expand “missing middle” options that residents across the GTA want and need.
- Zoning reforms to increase density: Pushing for targeted upzoning along major avenues, transit corridors, and growth areas to enable higher-density, transit-oriented development that aligns with provincial housing targets.
TRREB commends local leaders for engaging in these budget processes amid ongoing affordability challenges. We urge continued prioritization of these reforms while remaining dedicated to partnering with municipalities and regional stakeholders to refine and advance them.
TRREB will continue to monitor progress, facilitate stakeholder dialogues, and advocate for a resilient, supply-focused housing market that works for everyone.
